Preparing a nation for absolute defense is apparentlymost costly; but trying to place one in that conditionby the expenditure o{ only one-third or one-half of theamount required is not only wasteful extravagance butalmost criminal negligence.'!'he use of that overworked word " militarism"has abated much in the past few years. Our people asa nation seem to be beginning to realize the need ofmaking some progress in the art of war. The word" some" must be printed in very small letters, but it isa million times larger than a negative, and, therefore, there is hope that we will finally realize what peace insuranceis worth and appropriate sufficient money toobtain it.
